MaximsNewsNetwork: 28 August 2009 - UNAMID: The outgoing Force Commander of the joint UN-African Union Mission in Darfur (UNAMID), Martin Luther Agwai hands over the reins to Patrick Nyamvumba of Rwanda. The African Union-United Nations Mission in Darfur (UNAMID) today (24 August) held a farewell parade in honor of its outgoing Force Commander, General Martin Luther Agwai. The ceremony held at El Fasher stadium marked the end of the Nigerian force commanders service in the mission area leading more than 15,000 UN-AU peacekeepers in the war-torn region of Darfur. In his speech, General Agwai paid tribute to all officers, soldiers, police and civilian personnel who lost their lives while serving the cause of peace and humanity in Darfur. He highlighted the achievements made so far, including progress made in the areas of deployment of UNAMID forces in Darfur as well as the challenges the mission in Darfur faces such as lack of critical strategic enablers in peacekeeping. SOUNDBITE (English) General Martin Luther Agwai, Force Commander, African Union- United Nations Mission in Darfur (UNAMID): "I am leaving as a fulfilled commander, because despite all odds, I am leaving at a time Darfur is experiencing a significant reduction in the level of violence, largely due to the mission contribution in the area of civilian protection, humanitarian intervention, as well as conflict prevention and resolution at local level." Agwai also stressed that the way forward for UNAMID was to continue developing its operational capabilities, patrol skills in particular, in order to extend UNAMIDs area of influence, citing more challenges ahead. The outgoing force commander took the opportunity to introduce his successor, General Patrick Nyamvumba of Rwanda, to senior military officials and to the contingent representatives, as well as UN civilian personnel attending the farewell ceremony. Nyamvumba acknowledged the tasks ahead but vowed he'd march on from where his predecessor had left. MaximsNewsNetwork: 06 August 2009 - UNAMID - UNTV: Briefing the press, UNAMID Force Commander Martin Luther Agwai says his mission has done much to stabilize the situation in Darfur, but that until UNAMID is fully deployed, some camps for internally displaced people in the conflict-torn region will have to go without 24/7 security. The force commanders of the UN peacekeeping missions in Darfur and the Democratic Republic of Congo today (6 August) briefed the press at UN headquarters in New York. The outgoing military commander of the joint United Nations-African Union mission in Darfur (UNAMID), Martin Luther Agwai told reporters that his mission had made progress in stabilizing the situation in Darfur, but was still in urgent need of equipment and troops to boost mobility. Agwai said there were still too many internally displaced people (IDPs) in Darfur, and UNAMID was currently not able to provide round-the-clock security for all IDP camps. But he said we are beginning to expand now and if equipment like utility helicopters become available and all forces are deployed according to the goal of 92 percent deployment by the end of the year, well be able to tell more of the right things happening on the ground. Currently UNAMID provides 24/7 security only to the largest and most volatile camps that number up to 100,000 people. Patrols are dispatched to smaller camps according to a set schedule, for example to protect women who are vulnerable to rape while collecting firewood. Asked who was responsible for such attacks, Agwai pointed to members of both the government forces and rebel movements. He said there was evidence on the ground that the same forces that are supposed to provide that security turn back to molest the same people they are supposed to secure. In response to a question on the impact of the Sudanese governments March decision to expel 13 international non-governmental organizations (NGOs) following the indictment of President Omar al-Bashir by the International Criminal Court, Agwai said there was still a gap in delivering humanitarian aid but things thank god did not go as bad as we all thought. However Agwai said UNAMID was feeling the pinch; in the absence of another source, peacekeepers have continued to deliver 40,000 liters of water to the ZamZam IDP camp every day since March. The commander of the peacekeeping force in the Democratic Republic of the Congo, Babacar Gaye told reporters that as the largest UN peacekeeping mission, MONUC faced all the problems of UN peacekeeping. Responding to a question about the 3,000 additional troops mandated to MONUC after the crisis in North Kivu last fall, Gaye said they were still drastically needed to implement MONUCs protection mandate. However, those troops still had not arrived. Asked about the results of a recent MONUC fact-finding mission to investigate claims of sexual exploitation and abuse by peacekeepers in the east, Gaye said that the allegations were not precise enough to see anything on the ground, and there was nothing on the ground for being an evidence that something took place. That was why it had been decided to send as soon as possible a fact-finding mission every time there is this kind of accusation so that evidence could be secured. UN's Darfur General Speaks

UNAMID Force Commander General Martin Luther Agwai briefs the press one day after a UNAMID helicopter was shot at while it was flying over JEM-controlled territory. The General is right about the fact that the world expects the peacekeepers to keep the peace in Darfur but have tied their hands. The peacekeepers do not have proper equipment, mandate or power. They are just sitting ducks in Darfur who can do nothing but stay in their base and "keep the peace"
